Photographers look at photos differently than how normal people (people less obsessed with photography) look at photos. We see the content, the subject, but we’re also very conscious of the elements of the photograph; the exposure, lighting, contrast, etc… All that is great, but I think it often can take our attention away from seeing if it really is a strong photo or not.
